Depends on the state. Some states (California, Florida, Maryland, Washington) require state-level licensing. Some (Texas, Illinois) regulate at the city level. We confirm for your state.
What is a surety bond?

Workers comp when?
Required in every state the moment you have your first W-2 employee. Some states require it for sole proprietors with subcontractors too.
Certified payroll?
